Modifies the definition of eligible vehicles for climate smart community projects to include those with "up to four wheels" instead of the previous specification.

Requires the Department of Environmental Conservation, in consultation with the New York State Energy Research and Development Authority, to determine rebate amounts based on electric range and estimated annual greenhouse gas emissions reductions compared to similar internal combustion engine vehicles.

Adjusts the rebate range for eligible vehicle purchases from a maximum of seven thousand five hundred dollars to a maximum of five thousand dollars per vehicle, while maintaining the minimum rebate of two thousand five hundred dollars per vehicle.

Takes effect immediately upon enactment.
