Declares all waters of New York State to be public trust resources, establishing that they are valuable public natural resources

Imposes a duty on the state as trustee to conserve and manage its waters effectively for the use and enjoyment of present and future inhabitants and for environmental protection

Amends the Environmental Conservation Law to formally recognize the public trust doctrine in relation to state water resources policy

Reinforces existing language about regulating activities that deplete, defile, damage, or otherwise adversely affect state waters and associated land resources
