Prohibits persons convicted of felony violations under section 71-2703 of the Environmental Conservation Law from procuring solid waste public contracts for 5 years after first violation, 10 years after second violation, and permanently after three or more violations.

Prohibits persons convicted of misdemeanor violations under section 71-2703 from procuring solid waste public contracts for 1 year after first violation, 2 years after second violation, and 5 years after each subsequent violation starting with the third.

Prohibits any person convicted of a violation under section 71-2703 from serving as a member of any board or controlling body of any entity engaged in solid waste removal and disposal.

Makes prohibition periods cumulative and applicable to entities that reorganize or incorporate under federal bankruptcy law, and requires these prohibitions to be in addition to any other penalties authorized by law.

Effective 120 days after enactment, with authorization for regulatory implementation to begin immediately upon passage.
