Creates an electric landscaping equipment rebate program administered by the New York State authority to promote zero-emission, battery-powered lawn care devices for commercial landscaping businesses and institutional applicants.

Defines eligible lawn care devices as new, battery-powered electric equipment including lawn mowers, leaf blowers, chainsaws, snow blowers, and related batteries and chargers, excluding corded equipment and reel mowers.

Authorizes rebates at the point of sale on a first-come, first-served basis within available appropriations, with the authority able to reduce rebate amounts if necessary to avoid exhausting funds before fiscal year end.

Requires the authority to promulgate rules and regulations within 270 days of the effective date, establish eligibility requirements, conduct education and outreach in English and three most common non-English languages, and publish available funding information online.

Mandates annual reporting to the legislature beginning two years after enactment detailing program funding, rebate amounts awarded, geographic distribution, and other relevant data; program expires January 1, 2035.
