Expands eligibility for intergovernmental relations councils to include public benefit corporations, in addition to counties, cities, towns, villages, school districts, boards of cooperative educational services, and fire districts

Broadens the scope of council activities from "local governmental" and "municipal" services to "public" services and "governmental functions"

Grants councils explicit authority to "implement" practical solutions for greater economy and efficiency, not just devise and recommend them

Authorizes councils to purchase and make available "services" to participating members, in addition to goods and equipment

Permits public benefit corporations to include funding in their budgets to meet expenses for establishing and maintaining intergovernmental relations councils
