Expands the State Commission of Correction from three to nine members, with appointments distributed among the governor (three), speaker of the assembly (two), temporary president of the senate (two), and the correctional association (two).

Removes the requirement that the governor's appointees receive Senate advice and consent.

Requires commission members to include at least one person formerly incarcerated in a New York correctional facility, one public health professional, one behavioral healthcare professional, and one attorney licensed in the state with experience in indigent criminal defense or prisoners' rights litigation.

Changes the chairperson designation process from the governor alone to be done annually by commission members collectively, and updates the term structure so assembly-appointed members serve two years, senate-appointed members serve three years, and correctional association-appointed members serve four years.

Changes the removal authority from the governor to each member's respective appointing authority, and updates language to be gender-neutral.
