Amends Public Health Law by adding Section 2831 to establish provisions for medically fragile young adults in pediatric specialized nursing facilities.

Allows medically fragile young adults over age 21 who currently reside in pediatric specialized nursing facilities to remain there until age 36.

Requires the Department of Health to promulgate rules and regulations establishing reimbursement rates and methodology that remain the same as prior to age 21, unless a higher rate is expressly authorized by the department.

Mandates Medicaid reimbursement for reserved beds due to hospitalization and for therapeutic and hospice leaves of absence remain at 100 percent of the Medicaid rate for medically fragile children with no daily limit.

Takes effect 120 days after becoming law; authorizes department to adopt necessary rules and regulations immediately upon enactment.
