Allows unregistered but otherwise qualified voters to register and enroll in a political party at early voting locations, provided registration occurs by the voter registration deadline in section 5-210.

Unregistered voters appearing at early voting sites must be offered the opportunity to register and shall receive an affidavit ballot if registration meets the deadline requirement.

If registration is deemed effective, the board of elections must add voter information to the statewide electronic voter file and include the corresponding affidavit ballot in the official canvass if otherwise valid.

Voter registration applications received by the tenth day prior to an election shall result in affidavit ballots being cast and counted if the voter is otherwise qualified, notwithstanding omission from registration poll records.

State board of elections must promulgate rules and regulations to implement the early voting registration procedures while protecting ballot secrecy.
