Amends the definition of "school library materials" under education law to explicitly include digital materials alongside audio/visual and printed materials.

Expands the types of eligible materials to include e-books, digital publications, and digital versions of other published materials that meet existing criteria for school library materials.

Clarifies that periodicals can be subscription-based print and digital publications that appear at regular intervals of less than one year on a continuing basis.

Maintains existing requirements that materials must be catalogued and processed by school libraries, have reasonable durability of more than one year, and not be eligible for aid under other sections of education law.

Takes effect immediately upon enactment.
