Requires applicants to publish notice of hearings in two newspapers at least 21 days before the hearing and notify affected property owners by certified mail at least 21 days in advance.

Makes wetland permit applications and related documents open for public inspection at the county clerk's office in cities with one million or more residents.

Changes notification period for freshwater wetland hearings from 15 days to 21 days prior notice to affected property owners and local governments.
