Allows qualified voters to register and vote on election day at polling places for state primary, general, town, city, school district, and village elections, with same-day registrants automatically registered for all subsequent elections.

Expands absentee voting by requiring boards of elections to mail absentee ballots to all registered voters at least 30 days before elections, eliminating the requirement to request ballots for primary, special, general, and school district elections.

Requires New York State Board of Elections to establish a centralized, computerized statewide voter registration database within one year that assigns unique identifiers to all registered voters and includes capabilities for ballot preparation, voting district identification, and signature verification.

Modifies requirements for absentee ballots by allowing voters unable to sign due to illness or disability to mark ballots with witness verification, and establishes that absentee ballot applications serve as equivalent to sworn affidavits.

Presumes election employee special ballots valid and cast absent affirmative proof of fraud, and clarifies that voter affidavits must substantially comply with prescribed forms rather than strictly conform.
