Establishes the "Farmland for a New Generation" program to be overseen by the Department of Agriculture and Markets in collaboration with American Farmland Trust

Creates a statewide resource center for farmland transition and conservation and a network of regional navigators to assist with farmland access and transfer throughout New York

Program services include helping new farmers find affordable land, enabling farmer land acquisition, assisting established farmers find successors, connecting farmland owners with farmers, supporting farm family ownership transfers, and facilitating conservation easements

Allocates funds subject to appropriation for the statewide resource center and for regional navigator financial assistance through Cornell Cooperative Extension and other conservation organizations

Takes effect immediately upon enactment
