Changes the "carbon dioxide equivalent" time frame from twenty years to one hundred years for measuring global warming impact of greenhouse gases.

Expands the definition of "statewide greenhouse gas emissions" to include greenhouse gases produced outside the state associated with extraction and transmission of fossil fuels imported into New York, and requires full life-cycle analysis using the Argonne GREET model.

Adds carbon dioxide emissions from combustion of sustainable biomass and biofuels to the calculation methodology but excludes them from counting toward statewide greenhouse gas emission limits.

Modifies the renewable energy systems definition to include anaerobic digestion and forest biopower operational as of December 31, 2022, while removing the requirement that energy from anaerobic digesters be directed toward localized use.

Removes the twenty-five linear mile proximity requirement for emissions offset projects and instead requires them to be located in the same county to the extent practicable.
