Establishes a fetal and infant mortality review board within the city health department to review fetal and infant deaths and severe morbidity cases and develop recommendations to prevent such deaths and injuries.

Board consists of nine multidisciplinary experts appointed by the commissioner for three-year terms, with members representing racial, ethnic, and socioeconomic diversity and serving medically underserved areas with high fetal and infant mortality rates.

Commissioner and relevant agencies must provide the board with death records, medical records, autopsy reports, hospital discharge records, and other information needed for case reviews.

All personal identifying information must be removed before sharing with the board, and review board information is inadmissible in court proceedings and cannot be used for child abuse reports or prosecution of pregnant or birthing persons.

Board must issue annual public reports on findings and recommendations regarding causes of death, preventability, social determinants of health disparities, policies, best practices, and systemic improvements to fetal and infant health care.
