Allows volunteer fire companies to elect to include call firefighters in their membership who receive a stipend for each emergency response.

Sets stipend limits at a maximum of $50 per call or $5,000 annually per call firefighter.

Requires call firefighters to meet all criteria and requirements of volunteer firefighters and apply through a process determined by the fire company.

Grants call firefighters the same status and benefits as volunteer firefighters, including eligibility for the length of service award program, but excludes them from pension or retirement benefits available to full-time professional firefighters.
