Amends Public Health Law § 3614-e to require claims from home care agencies and fiscal intermediaries to be submitted only on forms approved by Centers for Medicare and Medicaid Services.

Allows home care agencies and fiscal intermediaries to submit claims directly to insurers or through a billing entity of their choosing, prohibiting insurers from mandating use of specific billing entities.

Prohibits insurers from impeding timely processing and payment of claims while preserving their ability to review and audit claims for fraud, waste, and abuse.

Applies requirements to Medicaid managed care plans and managed long-term care plans.

Takes effect 30 days after enactment.
