Authorizes the Town of Henrietta, Monroe County to discontinue and sell 0.918 acres of parkland to Forest Creek Equity Corp. for residential and recreational construction purposes.

Requires Forest Creek Equity Corp. to convey 2.556 acres of land to the Town of Henrietta to be dedicated as parklands (comprised of five parcels totaling approximately 0.522, 0.886, 0.178, 0.026, and 0.944 acres).

Requires Forest Creek Equity Corp. to grant a 2.230-acre right-of-way easement to the Town of Henrietta for access purposes.

Mandates that if dedicated parklands are less than alienated parklands, the Town must dedicate the difference in fair market value toward acquiring additional parklands or making capital improvements to existing park facilities.

Requires compliance with federal requirements and Interior Department approval if the Town received federal funding for the parklands being alienated.
