Amends General Municipal Law to clarify that raffle tickets sold over the internet are deemed to occur on the premises of the authorized organization or games of chance lessor.

Allows raffle tickets to be sold online across county boundaries by treating internet sales as occurring at the organization's physical location, rather than the purchaser's location.

Applies to both regular raffle licenses under Section 189 and raffles conducted under Section 190-a of the General Municipal Law.

Takes effect immediately upon enactment.
