Establishes "the planned offshore wind transmission act" requiring the New York State Energy Research and Development Authority (NYSERDA) to create a plan for improved offshore wind transmission systems upon expansion of the state's offshore wind goal beyond 9,000 megawatts.

Directs NYSERDA, in consultation with the New York Independent System Operator, Department of Public Service, and relevant state agencies, to oversee procurements for independent transmission systems and consider community protection, environmental impacts, local municipality effects, and process streamlining.

Requires NYSERDA to conduct a benefit-cost-analysis and ratepayer impact study to determine the overall costs of implementing planned transmission and coordinated systems for an offshore grid.

Authorizes the City of Long Beach to temporarily discontinue and permanently alienate parkland at Ocean Beach Park (1.0099 acres) to EW Offshore Wind Transport Corporation for constructing and operating underground electrical cable systems and appurtenances.

Requires Long Beach to dedicate funds equal to or greater than fair market value of alienated parkland toward acquiring new parklands or capital improvements to existing facilities, and mandates restoration of surface lands upon construction completion.
