Requires registered pharmacy technicians to receive appropriate training to ensure competence before assisting with drug preparation tasks, with the facility or pharmacy responsible for providing this training.

Defines "direct personal supervision" as a supervising licensed pharmacist remaining in the immediate area, authorizing procedures, evaluating performance, and approving all work before any drug is dispensed.

Specifies that only licensed pharmacists may exercise professional judgment in pharmacy operations, with technicians limited to tasks requiring no professional judgment.

Takes effect 180 days after becoming law, with regulatory amendments authorized for implementation on or before the effective date.
