Defines "benthic barrier" as a gas-permeable film of natural or synthetic matter anchored by means other than stone, used to control aquatic vegetation around residential docks or swimming areas

Permits property owners to place temporary benthic barriers in freshwater bodies in front of their shoreline between July 1 and October 31 each year to control invasive aquatic plants around docks

Exempts temporary benthic barrier placement from classification as "fill" and therefore from requirements under title five of article fifteen of the Environmental Conservation Law and General Permit GP-0-17-001

Takes effect immediately upon enactment
