Requires instant run-off voting for New York City primary elections for mayor, public advocate, or comptroller when more than two candidates appear on the ballot.

Allows voters to rank up to five candidates in order of preference, with tabulation proceeding in up to two rounds.

First round eliminates all but the top two candidates if no candidate receives more than 50% of votes; second round counts ballots for whichever of the two advancing candidates ranks higher on each ballot.

Specifies ballot instructions must inform voters they may rank candidates without harming their first choice and may rank only one candidate if desired.

Takes effect January 1, 2025.
