Authorizes the town of Hempstead to discontinue use of and transfer approximately 39 acres of parkland to the village of Freeport for park and recreational purposes.

Requires the village of Freeport to maintain access to the parkland for all town of Hempstead residents and prohibits charging higher fees to non-village residents.

Mandates that revenues from the transfer be used by the town of Hempstead for capital improvements of existing parks or acquisition of additional park and recreational facilities.

Requires the parkland to revert to the town of Hempstead if it ceases to be used for park and recreational purposes.

Mandates compliance with all federal requirements regarding alienation or conversion of parklands, including approval from the secretary of the interior if the property received federal funding.
