Prohibits campaign contributions, loans, and intermediary activities from persons or business entities with existing state contracts or pending bids to officeholders and candidates with authority over procuring entities during a restricted contribution period.

Defines "business dealings" to include state contracts valued at $100,000+ (construction $500,000+), real property transactions, office space acquisitions, concessions, franchises, grants, economic development agreements, and pension fund investments.

Restricts contribution period begins when entity registers as a lobbyist, engages in lobbying to generate procurement opportunity, or submits a bid/proposal in response to state solicitation, and ends based on contract award status or completion of transaction terms plus one year.

Requires the Office of State Comptroller to maintain a searchable public database of persons with business dealings or pending bids with state entities, updated monthly during election years, with functionality for individuals to request removal.

Establishes civil penalties up to $10,000 or 200% of the contribution amount for violations, and requires refunds of contributions received in violation of the restrictions.
