Grants the NYC Civilian Complaint Review Board access to sealed records from any public agency of New York State or its subdivisions that are otherwise sealed by law, for purposes of fulfilling the board's duties and functions.

Restricts access to sealed records within the board to members and employees with direct involvement in the matter, and allows disclosure only to public agencies for prosecution, investigation, or disciplinary proceedings, or to the subject police officer and their representative.

Requires the board to notify by first-class mail the person who is the subject of the sealed action or proceeding and their representative when the board receives, shares, transfers, or destroys sealed records.

Mandates the board establish protocols in consultation with the city's chief privacy officer governing the acquisition, use, storage, access, and handling of sealed records prior to obtaining them.

Requires all sealed records obtained from the board be destroyed or returned to the originating agency when no longer needed, with records to be clearly marked as sealed and confidential at all times.
