Creates a not-for-profit corporation called the "Salem Volunteer Fire Department Benevolent Association" composed of active and former volunteer members of the Salem Volunteer Fire Department, Inc. in Washington County.

Eligible members include active volunteer firefighters who have acquired exempt volunteer firefighter status under General Municipal Law Section 200, excluding those removed for cause and paid firefighters.

Corporation purposes include providing relief and aid to disabled or injured volunteer members and their families, maintaining headquarters, promoting member welfare, and organizing social and recreational activities.

Establishes a board of trustees with at least seven members (president, vice-president, secretary, treasurer, and three additional trustees) to control and manage the corporation's funds and property.

Authorizes the corporation to collect fire insurance premium taxes under Insurance Law Sections 9104 and 9105 for properties protected by the Salem Volunteer Fire Department, with such funds used only for the corporation's stated purposes; effective immediately with premium tax provisions applying to premiums received on or after January 1, 2024.
