Amends environmental conservation law to require state agencies, authorities, and entities to invest resources in clean energy and energy efficiency programs with a goal of 40% of benefits going to disadvantaged communities, with a minimum floor of 35%.

Mandates a public engagement process be conducted before any resources are invested or directed, designed to maximize involvement of disadvantaged community members in planning, permitting, and budgeting of clean energy programs.

Requires the public engagement process to include coordination with community-based organizations, sufficient advance notice, fair compensation for participants, language access plans, accessibility accommodations for individuals with disabilities, and clear program descriptions.

Incorporates principles of cultural competence and racial, ethnic, and social justice into the public engagement process.

Exempts funds already contracted or committed as of the bill's effective date and takes effect 91 days after becoming law.
