Establishes goals for zero-emissions medium- and heavy-duty vehicles: 50% by 2031, 80% by 2036, and 100% by 2041 (updated from 2045).

Requires all fleet operators to report detailed information about their vehicle fleets to the Department of Environmental Conservation, including vehicle types, fuel types, mileage, and zero-emissions vehicle percentages.

Mandates that beginning in 2028, drayage trucks newly purchased or leased must be zero-emissions or near zero-emissions vehicles; by 2036, all drayage trucks in operation must meet this standard.

Requires high-priority fleet operators (those with $50+ million annual revenue or 50+ trucks) to purchase only zero-emissions or near zero-emissions vehicles beginning in 2028 and replace non-compliant trucks at end of useful life (18+ years or 800,000+ miles).

Establishes penalties of $500-$18,000 for first violations and up to $26,000 for subsequent violations; directs the Department to provide navigation assistance to fleet operators and issue annual compliance reports.
