Requires all heavy distribution centers (50,000+ square feet used for warehouse activities) subject to state energy conservation construction code to install electric vehicle charging stations on or after the effective date

Defines "heavy distribution center" as a facility with primary purpose of temporary storage, sorting, and redistribution of goods for e-commerce orders, excluding manufacturing facilities and food wholesale storage

Directs the Secretary of State, in consultation with the New York State Energy Research and Development Authority, to prescribe the required number of charging stations per facility proportional to warehouse size and needs

Imposes penalties on violating warehouse operators consistent with penalties in section 11-108 of the Energy Law

Takes effect 180 days after enactment; authorizes rule and regulation development to implement requirements
