Establishes the Beacon School model to transform New York City public elementary and secondary schools into community centers offering recreational programs, educational enrichment, vocational activities, and social services before/after school, evenings, and weekends.

Schools and community partners must work together to improve student academic achievement, reduce gang and gun violence, and address youth development programming, academic support, parent involvement, and neighborhood safety.

Each Beacon school shall establish an advisory council with volunteer community representatives to assess programming needs, evaluate effectiveness, conduct monthly meetings, and coordinate with police and juvenile justice departments on violence prevention initiatives.

The City of New York shall provide annual funding to support Beacon school implementation, with state funding to be matched equally by the city.

The act takes effect 365 days after becoming law.
