Repeals subdivisions 2, 3, 4, and 5 of section 5-106 of the election law relating to voter qualifications for individuals convicted of felonies.

Removes the provision that disqualifies voters from registration if they were convicted of a felony, eliminating felony conviction as a grounds for voter registration cancellation.

Repeals subdivision 2 of section 5-708 of the election law and renumbers subsequent subdivisions accordingly.

Takes effect immediately upon enactment.
