Department of Transportation must conduct a traffic and planning study on transforming the eastern end of the W. Averell Harriman state office building campus in Albany in connection with the Wadsworth Laboratory relocation.

Study shall examine challenges, opportunities, costs, and environmental impacts of improving campus access from Albany, integrating the campus within the city, and enabling mixed-use development, green space, and multi-modal transportation.

Study must consider creating a capital region research triangle connecting the Harriman campus with SUNY Albany, Albany NanoTech Complex, and SUNY Polytechnic Institute's College of Nanoscale Science and Engineering, and examine relocating the University at Albany School of Public Health to the campus.

Study shall review 27 acres targeted for Wadsworth Laboratory to identify space for private sector research and development spin-offs to generate taxable property and consider findings from the 2007 Harriman campus linkage study.

Department must submit a report to the governor, senate temporary president, and assembly speaker within one year containing study findings, short-term and long-term actions with implementation costs, and recommendations.
