Establishes a "New York Main Street development center" within the Division of Housing and Community Renewal to address affordable housing shortages through downtown and Main Street redevelopment.

Center will coordinate with the Department of Economic Development, Department of State, Department of Transportation, and Office of Parks, Recreation and Historic Preservation to disseminate information on state programs for redeveloping existing commercial and residential Main Street buildings.

Creates a web page linking state, local, and federal programs available to developers and community housing organizations for downtown revitalization efforts.

Provides technical assistance and training to community officials and maintains a comprehensive library of Main Street development publications accessible to the development community.

Takes effect immediately upon enactment.
