Defines "veteran with a service-related disability" as a person who served honorably in active military, naval, or air service, or received specific expeditionary medals and was honorably discharged.

Requires the veteran to have a disability rating of 40 percent or higher from the federal Veterans Administration or Department of Defense that was incurred in the line of duty.

Adds veterans with service-related disabilities as an eligible population for the affordable home ownership development program, allowing them to be served alongside lowest-income households in applicable regions.

Directs the Division of Housing and Community Renewal to promulgate rules and regulations for documenting veteran disability status and ratings.

Takes effect 90 days after becoming law.
