Establishes a new online insurance verification system for motor vehicle insurance allowing the commissioner to verify coverage through web services, internet, or electronic systems with data security provisions.

Requires all licensed motor vehicle insurers operating in New York to provide access to policy status information and comply with rules and regulations set by the commissioner.

Makes the online verification system accessible to department of motor vehicles personnel, courts, law enforcement, and other authorized state entities while protecting against unauthorized data access.

System must be capable of responding to insurance verification requests within timeframes determined by the commissioner and allows law enforcement to verify coverage during traffic stops.

Requires a mandatory testing and pilot period of at least one year before the commissioner can certify the system as fully operational; repeals existing provisions related to pilot database funding and certain notice filing requirements.
