Authorizes the town of Harrison to establish residential parking systems in three designated areas to reduce traffic hazards, congestion, and pollution caused by insufficient resident parking.

Expands the existing residential parking zone to include a second bounded area running from Harrison Boulevard and Veterans Memorial Drive through Pearl Avenue, Main Street, and surrounding neighborhoods.

Adds a third zone consisting of 23 specific roadways including Ann Street, Dey Street, Edward Street, Main Street, Park Avenue, and other local streets from various intersection points to dead ends.

Reduces the percentage of parking spaces required to be made available to nonresidents from twenty percent to fifteen percent of all spaces within permit areas.

Maintains the requirement that at least ninety minutes of short-term parking be provided for nonresidents and clarifies that state highways used only for boundary descriptions are excluded from the system.
