Amends New York City Charter to require community boards to provide public notice to residents about planned siting and construction of battery energy storage systems of any scale or storage capacity, including lithium-ion batteries.

Requires community boards to conduct annual safety inspections of all battery energy storage systems and related facilities located within their community districts.

Defines "battery energy storage system" as one or more devices capable of storing energy for future electrical supply, excluding standalone 12-volt car batteries and electric vehicles, classified as tier one (≤600 kilowatt hours, single technology) or tier two (>600 kilowatt hours or multiple technologies).

Requires operators of battery energy storage systems in cities with populations of one million or more to submit to community board requirements regarding notice, inspection, and disclosure of all planned safety features.

Applies only to cities with a population of one million or more (effectively New York City).
