Authorizes the City of Rochester to grant a permanent easement in Genesee Valley Park to the Rochester Pure Waters District for constructing, operating, repairing, replacing, and maintaining sanitary sewer facilities.

Requires the Rochester Pure Waters District to restore the park surface and continue park use upon completion of any repairs or construction.

Conditions the easement conveyance on the City of Rochester dedicating an amount equal to or greater than the fair market value of the easement for acquiring new parklands and/or capital improvements to existing park and recreational facilities.

Specifies four parcels of land in Genesee Valley Park subject to the easement, ranging from approximately 0.037 to 0.438 acres, with detailed legal descriptions and coordinates for each parcel.

Prohibits the easement conveyance until the City of Rochester complies with federal requirements for parkland alienation and obtains approval from the Secretary of the Interior regarding fair market value and recreational usefulness of substituted lands.
