Expands workers' compensation coverage for mental injury claims based on extraordinary work-related stress to apply to all workers, not just police officers, firefighters, emergency medical technicians, paramedics, emergency dispatchers, and certified emergency medical personnel.

Prohibits the workers' compensation board from denying mental injury claims solely on the basis that the stress was not greater than stress normally occurring in the work environment.

Changes the qualifying condition from stress "incurred in a work-related emergency" to stress "incurred at work" to broaden eligibility.

Effective January 1 of the year following enactment.
