Requires the Commissioner of Labor to submit an annual report by September 30th to the Governor, Senate President, Assembly Speaker, and labor committee chairs analyzing the state's cost of living, poverty rates, and minimum wage adequacy

Report must analyze living cost changes using MIT living wage calculator, EPI family budget calculator, and University of Washington self-sufficiency standard, with data disaggregated by race, ethnicity, gender, age, disability status, household size, profession, and education level

Analysis must cover four state regions: New York City; suburban counties (Westchester, Suffolk, Nassau); Hudson Valley counties (Rockland, Putnam, Orange, Ulster, Greene, Dutchess, Columbia, Albany, Rensselaer); and remainder of state, with data from December 31, 2018 forward

Report shall compare New York's upstate minimum wage with high-cost states including Washington, California, and Hawaii, and compare NYC and suburban county wages with cities including Seattle, San Francisco, Los Angeles, Washington D.C., and Denver

Commissioner must consult with a three-person advisory committee with one appointee each from the Governor, Senate President, and Assembly Speaker when preparing the report and determining its methodology
