Repeals section 8-408 of the election law, which established the electronic absentee ballot application transmittal system.

Eliminates the option for voters to submit absentee ballot applications through the state's electronic system.

Requires absentee ballot applications to be submitted in person, by mail, by letter, or by telefax, but no longer by electronic application.

Removes references to the electronic absentee ballot application transmittal system throughout election law provisions governing absentee voting procedures.

Takes effect immediately upon enactment.
