Amends the Uniform City Court Act and Uniform Justice Court Act to expand jurisdiction for small claims cases involving tenants by allowing notice to be sent to any place in the state where rent can be mailed or delivered, rather than limiting it to the county or adjoining counties.

Applies this expanded jurisdiction provision to small claims involving tenancies or leases where notice cannot be sent to the defendant's residence or place of employment within the county.

Updates gendered language throughout both acts by replacing "his" with "or her" throughout the relevant sections.

Requires the Office of Court Administration to develop necessary forms, procedures, court personnel guidance, and public information materials to implement the bill's provisions, with a report due to the Senate and Assembly Judiciary Committee chairs.

Takes effect ninety days after becoming law.
