Amends Election Law Section 7-201 to allow the state board of elections to reject voting machine approvals in its discretion based on safety, propriety, and security concerns, even if machines meet technical requirements in Section 7-202.

Changes approval language from "shall be deemed approved" to "may be deemed approved," giving the board discretionary authority over machine certification.

Adds language requiring examination to determine whether machines can be used "safely, properly, and securely" rather than just "safely and properly."

Authorizes the state board to rescind previous approvals of voting machines or systems on grounds of impropriety, safety, or security deficiencies, independent of technical compliance.

Requires the state board to examine all previously purchased machines of a rescinded type to determine if they may continue to be used in elections.
