Amends Public Service Law Section 25 to impose civil forfeiture penalties on public utility companies and their officers, agents, or employees who knowingly make false material statements, representations, or certifications to the Public Service Commission in rate proceedings.

Establishes maximum forfeiture of $250,000 per violation, with each false statement constituting a separate and distinct offense.

Requires public utilities and their personnel who discover previously made false statements in rate proceedings to disclose them to the Commission within three business days of discovery.

Makes failure to disclose discovered false statements within the three-business-day timeframe a knowing violation subject to forfeiture penalties under this section.

Takes effect immediately upon enactment.
