Prohibits post-termination visitation orders when a parent has been found to have severely or repeatedly abused the child, unless the parent seeking contact was not the perpetrator.

Requires consent from children over fourteen years old for post-termination visitation and allows any party to move the court to enforce or modify such orders based on substantial changes in circumstances.

Specifies that failure to comply with post-termination visitation orders cannot invalidate guardianship, custody, or adoption orders, and appeals of visitation decisions cannot delay adoption finalization.
