Prohibits the operation of exhaust gas cleaning systems on vessels in New York navigable waters from discharging into waters or air except for safety reasons, and requires overboard discharge valves to be sealed while vessels are in state waters.

Bans the use, sale, or offering for sale of exhaust gas cleaning systems in New York State.

Requires vessel owners applying for boat registration to disclose whether their vessel has an exhaust gas cleaning system and certify it will not be used in state waters; allows the Department of Environmental Conservation to withhold registration if violations occur.

Authorizes the Department of Environmental Conservation to board and inspect vessels for compliance, adopt regulations, and impose penalties of up to $25,000 per violation, with violations exceeding two in a calendar year classified as misdemeanors.

Establishes strict liability for violators to pay all cleanup costs, removal costs, property damage, lost income, lost tax revenue, and interest on loans incurred to address discharge impacts.
