Amends Education Law Section 274 to establish four mandatory requirements for school libraries: provide physical access to books, equipment, media and documents; provide digital access to e-books, databases, software and media; ensure equitable and flexible access to library space and staff; and receive per-student budget allocations to maintain relevant resources and services.

Requires school districts to annually evaluate their school libraries using a rubric created by the Department of Education.

Authorizes the Commissioner of Education to create rules and regulations governing library operations, book management, public access conditions, and reporting requirements by school librarians and authorities.

Takes effect July 1 following the date the bill becomes law, with authority granted to implement necessary rules and regulations immediately upon enactment.
