Authorizes the Town of Warwick in Orange County to discontinue and sell 15.67 acres of public trust land to urbanXtracts, a cannabis business.

Requires the Town of Warwick to acquire and dedicate approximately 2.28 acres as replacement parkland before the sale can occur, provided the land has never been used for public open space or park purposes.

If the replacement parkland's fair market value is less than the land being sold, the Town must dedicate the difference in value toward acquiring additional parklands or funding capital improvements to existing park and recreational facilities.

Requires the Town to comply with all federal requirements if the public trust land received any federal funding for purchase, maintenance, or improvement, including obtaining approval from the Secretary of the Interior.

Becomes effective immediately upon enactment.
