Establishes a new "brand owner's license" for persons holding a federal basic permit to apply through the liquor authority.

Brand owner's license grants the holder authority to contract with licensed in-state manufacturers of alcoholic beverages and appoint licensed wholesalers as exclusive brand agents to solicit and negotiate sales to retail licensees.

Licensed brand owners may sell alcoholic beverages to appointed exclusive brand agent wholesalers and receive payment for such sales.

Sets the annual fee for a brand owner's license at $125.

Amends civil penalty provisions under section 17 of the Alcoholic Beverage Control Law to include the new brand owner's license category in penalty schedules.
