Requires grant applicants to submit program costs, community service area descriptions, measurable goals, and endorsement from local chief administrative officers, with administrative expenses capped at 50% of grant awards (or 75% if matched with equal local resources).

Requires bi-annual reporting by grant recipients and annual reports to the legislature detailing all applications received, approved, and denied; expires June 30, 2026.
